By the 1990s the Federal Government have yet to be considered rather a supervisory role with regard to primary and secondary education with the transfer of authority to the individual ministries of education in 31 States. However, he retained direct control of primary and lower secondary education in the Federal District of Mexico City. Also the Federal Government continues to distribute free textbooks throughout the country and even the common curriculum for basic education. Tertiary education but do not fall under the direct administration of the Federal Government or the State ministries and the majority of University students are enrolled in public autonomous universities or institutions. Most of these institutions have their own autonomous institutions and infrastructure units with their own budgets, curricula and teachers. Some higher education institutions are also monitored by the autonomous public universities, while the rest of the private institutions under the supervision of federal and State agencies. However, Federal agencies and Government ministries are almost always supervise communal technology institutes and training institutes for teachers.

University education presents a different picture with more higher education institutions to concentrate in larger urban centres in Mexico City alone accounting for the majority of the University of the country attending a young population. Some of the most prominent institutions of higher education in Mexico include the National Autonomous University of Mexico, the Monterrey Institute of technology and higher education, and the College of Mexico. Taking into account the increasing requirements for educational facilities, along with the challenges of globalization and economic liberalization, the Mexican Government continues to carry out reform programmes aimed at improving the quantity and quality of education and learning in the country.
